I’m afraid not, that is how repeatable sections output fields into cart meta data in WooCommerce. Unfortunately there is no way of grouping WooCommerce cart meta data.
Note that if you send an email notification from WS Form for the order they will be separated if you are using #email_submission in the email template.
You could also consider not using a repeatable sections and have separate fields for each person.
